Novakovic is of Serbian descent. Phebe Novakovic graduated from Smith College in Northampton, Massachusetts in 1979 and received an M.B.A. from the Wharton School of the University of Pennsylvania in Philadelphia, Pennsylvania in 1988.
She is married in 2012.

- Novakovic became General Dynamics’ chairman and CEO in January 2013. Before that, she served as president and COO.
- In 2017, 63% of revenue came from U.S. government contracts, positioning the defense giant to benefit from any increased military spending.
